Recommendations

The California Green Stimulus Coalition has developed specific policy recommendations on the use of Recovery Act funds in California. Each of these documents is the result of intensive, consensus-based, cross-sector discussions and collaborative work, drawing on the many areas of expertise in the Coalition. These documents are consistent with our Coalition Statement of Principles.


Overarching Policy Recommendations

Building on our State of Principles, this document offers more in depth goals, principles, and policy recommendations on the use of Recovery Act funds in five key areas: Energy and Energy Efficiency, Green Workforce Development and Education, Parks and Open Space, Transportation, and Water Infrastructure. Recommendations for
California Energy Commission, State Energy Program

The California Energy Commission is responsible for $226 million in Recovery Act funds for the State Energy Program, which has a broad mandate on supporting renewable energy and energy efficiency. This is a dramatic expansion the funding for this program, which in previous years has typically received about $3 million from the federal government. This document compiles our Coalition recommendations to the California Energy Commission regarding the plan they are submitting to the federal Department of Energy in mid-May 2009. Recommendations for
Department of Community Services and Development, Weatherization Assistance Program

The Department of Community Services and Development is responsible for $185 million in Recovery Act funds for the Weatherization Assistance Program, which provides low-income homeowners with energy conservation services. Similar to the SEP funds, this is a dramatic expansion the funding for this program, which in previous years has typically received about $8 million from the federal government. This document compiles our Coalition recommendations to the Department of Community Services and Development regarding the state plan they are submitting to the federal Department of Energy in mid-May 2009. UPDATE (June 15): In response to our letter, the Department of Community Services and Development wrote this letter to our Coalition. Members of our Coalition attended a CSD Energy Council meeting on June 5 to discuss all the points raised in our letter. Furthermore, CSD invited our Coalition to participate in a Prevailing Wage Summit which took place on June 4, 2009 to discuss how to make prevailing wage work in California’s stimulus-funded Weatherization Assistance Program.


Recommendations for,

Department of Labor, ARRA Competitive Worker Training Grants

The Workforce Team developed a set of recommendations to ensure the Department of Labor’s guidelines for $750 million ARRA Competitive Worker Training Grants addressed the CA Green Stimulus Coalition’s environmental, equity and community revitalization goals.  The letter, which was sent on May 28,2009 to DOL Secretary Hilda Solis and copied the key members of California’s Congressional delegation, the Governor, and key agency heads, can be reviewed at the link below. Recommendations for
Green Space and Equal Justice

This report titled “Green Space and Equal Justice” presents policies to promote economic vitality, environmental quality, human health, and equal justice for all, with standards to measure progress and equity and to hold public officials accountable. The Coalition has urged the Governor and Legislature to keep our State Parks open, in response to threats to close over 80% of State Parks in the midst of the state’s budget crisis.
